You have been asked to present a proposal for this change to the city council. In your proposal, you must explain the financial and non-financial benefits of the change to motivate the city council/supervisor to approve your proposal.

What are the major elements of the proposal?
What is the desired outcome of the proposal?
Describe key factors (steps, processes, people) required to implement the change.

What potential challenges or obstacles should be addressed before implementing the change?
Explain the financial benefits of the change.
Explain the non-financial benefits of the change.
Conclude the presentation with a statement that will motivate the city council to approve.
Include detailed speaker notes and a reference slide for your sources.
